About the Role
The Office of the Director of National Intelligence (ODNI) Chief Operating Officer (COO) administers the Director of National Intelligence (DNI's) vision & direction to the ODNI enterprise providing elite support services including synchronizing policy, plans, procedures, & cross-functional issues that enable the ODNI mission. COO oversees most ODNI business operations, including executive support, human resources, security, facilities, continuity, governance, policies, & information management.
What You'll Do
- →The Senior Executive Management Officer (SEMO) is dual-hatted as the Chief, Conduct Personnel Resolution (CPR) and has three roles within the Human Resource Management office under the COO: The SEMO, Chief, SEMO Office, and Chief, CPR.
- →Primary responsibilities include: Lead, manage, and direct a professional level staff, evaluate performance, collaborate on goal setting, and provide feedback and guidance regarding personal and professional development opportunities.
- →The Senior Executive Management Officer Role: Serve as a senior advisor to the ODNI Chief Operating Officer (COO).
- →Serve on the COO Advisory Council and leverage extensive experience to provide advice and recommendations on delivering elite services that enhance the overall mission performance of the ODNI workforce and support the President's Management Agenda.
- →Chief of the SEMO Office Role: Lead and manage a small staff devoted to the human resources and training functions for all Senior National Intelligence Service (SNIS) officers to include providing the focal point for all SNIS officer matters and management of all SNIS assignments within the ODNI enterprise.
- →Lead the development and implementation of a formal ODNI mentoring program targeting ODNI leadership at all levels.
- →Manage, lead, and develop senior executive policies and standard operating procedures and activities that align with the President's Management Agenda and ensure compliance with all relevant Executive Orders and policies to guide and help create an elite and agile ODNI Senior Executive Service focused on ODNI mission accomplishment.
- →Administer a rotational program that encourages SNIS and high-performing GS-15 employees to seek new developmental and leadership positions every 24 to 36 months and assist interested personnel in locating new opportunities to advance ODNI's mission.
- →Review and identify low-performing SNIS personnel, offer assistance to help the employees increase their effectiveness, and identify for management options to address individuals who do not demonstrate acceptable progress for improvement.
- →Manage, lead, develop, and provide advice and guidance to ODNI supervisors on issues of leadership, empowerment, sound management traits, documentation of poor and declining performance, resolving behavioral issues, time and attendance issues, manager-employee interaction, new employee adjustments, and techniques for handling difficult personnel discussions.
- →Provide leadership and guidance while working with all parties and ODNI elements to informally or formally resolve non-EEO work-related disputes that involve matters within the control of ODNI managers and that uses a variety of methods including Alternative Dispute Resolution.
