About the Role

This position is located in the Financial Services Directorate, Chief Operating Officer. The position description number for this position is 466760. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. The incumbent of this position will work a flexitime work schedule. This is a supervisory, non-bargaining unit position. Relocation fees may be considered for the person(s) selected under this vacancy announcement.

What You'll Do

  • The Financial Services Directorate (FSD) provides policy direction, review, and coordination of all budgetary and financial activities of the Library of Congress (Library).
  • The Library's Chief Financial Officer (CFO) serves as the principal advisor to the Librarian of Congress and Executive Committee on all financial activities of the Library.
  • Under the direction of the Librarian, the CFO has responsibility and final authority for overall Library fiscal management and overall management of the operations of FSD units.
  • The Financial Manager (Supervisory Senior Advisor to the Chief Financial Officer), serve as a liaison to the Librarian, and to the Legislative Branch Appropriations Clerks and will represent the CFO in all matters with overall Library fiscal management.
  • The incumbent may also serve as Acting Chief Financial Officer in the absence of the CFO, representing the office and ensuring continuity of financial leadership and operations.
  • The incumbent serves as a Supervisory Senior Advisor to the Librarian of Congress and the CFO on general management issues, with a focus on budgeting and financial matters.
  • In this role, the incumbent provides expert advice, and technical assistance, on matters including investments, budgeting and appropriations, and the Investment Committee.
  • The Financial Manager advises on and provides expert research, advice, and liaison on congressional and other matters in support of the Librarian and of the CFO's role as a senior Library leader and primary liaison with the Congressional Appropriations Committees.
  • While performing daily duties, the incumbent is responsible for ensuring proper handling and security of Library of Congress materials.
  • This is a confidential position with routine and non-routine duties related to sensitive personnel, legislative, policy, investment, budgeting, financial, and/or auditing matters.
  • Performs the administrative and human resource management functions related to the staff supervised.
  • Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system.
  • Observes workers' performance; demonstrates and completes work performance critiques.
  • Provides informal feedback and periodically evaluates employee performance.
