The primary purpose of this position is: To serve as a command headquarters Manpower Program Analyst, applying experience to analyze issues and develop recommendations to resolve substantive manpower resource problems for both combat operations- and headquarters-level workload at a combined command (NORAD) and a unified command (USNORTHCOM).
What You'll Do
- →Plans, directs, coordinates military and civilian manpower issues for the NORAD and USNORTHCOM Program Objective Memorandum (POM), Program Review submissions, and Budget Review submissions.
- →Ensures all Directorate manpower resource shortfalls for new missions are detailed, justified, and validated by the Command prior to submission to each of the Services for POM consideration.
- →Plans, coordinates, reviews, and analyzes NORAD and USNORTHCOM programs for billet resource shortfalls and develops resource allocation, realignment and/or programming recommendations for senior leadership consideration.
- →Directly interfaces with Joint Staff Directorate representatives (depending on the issue), Service Operations and Manpower Planners, OSD Resource and Programming offices (e.g., PA&E, P&R, Comptroller), and Service Component Command staffs.
- →Analysis and recommendations are briefed/staffed through the NORAD and/or USNORTHCOM Directorates for approval and implementation.
- →As the staff expert on billet resource and programming issues, uses thorough knowledge of NORAD and USNORTHCOM missions and priorities to recommend viable recommendations.
- →Also, works closely with the Joint Staff/J-1 to present the total NORAD and/or USNORTHCOM resource shortfall to the Joint Manpower Validation Board (JMVB) and the Joint Resource Board (JRB) for validation and funding.
- →Applies qualitative and quantitative analytical techniques that frequently require modification to fit a wide range of variables in order to measure the effectiveness, efficiency, and productivity of the organization's programs.
- →Considers a wide range of conflicting interests/requests and evaluates them against existing regulation, guidance and directives.
- →Regulatory compliance often complicates approval of requests.
- →Analyzes manpower utilization options and provides course of action recommendations to the Command that meet regulatory requirements and satisfy requests within the organization to the highest extent feasible.
