About the Role

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, U.S. Border Patrol, Strategic Planning and Analysis Division, Location Negotiable After Selection. You must choose one of the following locations: Del Rio, TX Imperial, CA El Paso, TX Laredo, TX Edinburg, TX Chula Vista, CA Tucson, AZ Yuma, AZ Washington, DC

What You'll Do

  • In this position, you will lead program-focused budget formulation, execution, evaluation, and related analytics to align resources with mission priorities.
  • The work directly advances the agency's mission by improving the efficiency, effectiveness, and accountability of program resource management, ensuring funds are strategically allocated, well-controlled, and compliant with policy so that planned outcomes are achieved.
  • This position starts at a salary of $125,776.00 (GS-14, Step 1) to $163,514.00 (GS-14, Step 10).
  • As a Management and Program Analyst, you will be responsible for leading program-focused budget formulation, execution, and evaluation activities, using advanced analytics and internal controls, to align resources with mission priorities and provide expert budget policy and governance advice to leadership.
  • Typical duties will include: Analyzing program-focused budget formulation and strategic resource planning processes, developing multi-year plans and cost models, and preparing analytical narratives and justifications to align resources with mission priorities.
  • Monitoring and analyzing program budget execution and funds control, developing and tracking spending plans, conducting variance and trend analyses, and recommending corrective actions to realign resources within financial parameters.
  • Conducting program evaluations, advanced analytics, and internal control assessments using methods such as cost-benefit and life-cycle analysis, developing dashboards and visualizations, and recommending corrective actions to strengthen budget integrity and audit readiness.
  • Advising leadership and stakeholders on budget policy, governance, and resource strategies; preparing decision and briefing materials; representing the program in reviews and working groups; and coordinating cross-functional teams to implement process improvements and change initiatives.
