About the Position: Exercises program responsibility for the planning, review, guidance, coordination, and assessment/improvement of the management process systems regarding matters pertaining to programming, budgeting, funding and progress of the financial programs for mission oriented work programs.
What You'll Do
- →Perform analyses necessitated by the broad interrelationships between Civil Works programs, legislation, and congressional interactions.
- →Analyze data to identify program issues in the area of performance management, administrative processes or internal controls.
- →Identify and target systemic issues, and develop strategies to correct or mitigate risk affecting cost, schedule, performance or quality of programs.
- →Analyze program accomplishments against financial expenditures to provide recommendations to improve utilization of funds and program efficiency.
- →Apply relevant laws, regulations, policies, and guidelines to budget formulation and management of programs to ensure compliance and consistency.
- →Identify and analyze complex funding problems using sound reasoning to arrive at conclusions and recommendations.
- →Find alternative solutions to complex funding problems in accordance with guidance and applicable policy.
- →Establish timelines and priorities to deliver time-sensitive information to develop and defend budgetary decision making.
- →Lead discussions on budgeting and funding issues at formal meetings and teleconferences.
- →Present findings and recommendations from internal quality reviews, studies, or assessments to higher authorities.
- →Brief senior management of options or recommendations related to Civil Works programming and budgetary issues concerning the development and control of funding programs.
- →Maintain effective communications and relations with subordinate and higher-level organizational staff and other interested parties regarding programs and projects to keep them apprised of program status and project execution.
- →Evaluate civil works budget programming policies to determine effects on the impacted organizations' plans, schedule, and operations.
- →Develop and manage comprehensive detailed budget plans, estimates, forecasting and cost saving recommendations.
