This RESOURCE MANAGER is located in ARNG Construction and Facilities Management Office (CFMO), Resource Management Branch and is part of the CA JFHQ Facilities.
What You'll Do
- →THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION.
- →The primary purpose of the RESOURCE MANAGER, GS-0501-12, is to accomplish management and financial administration of programs under the control of the CFMO.
- →Supervises the work of the function.
- →Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs.
- →Balances workload and provides advice, guidance, and direction on a wide range of policy, investigative, inspection/ exercise, strategic planning, and administrative issues.
- →Structures assignments to create effective and economical positions.
- →Provides expert guidance in the development and preparation of budget submissions, execution and closeout.
- →Evaluates and validates budget proposals.
- →Reviews, edits and consolidates annual and multi-year budgets and proposals for programs into consolidated budget submissions, grants proposals and other funding requests, ensuring that data in requests are formally and accurately documented.
- →Ensures regulatory and procedural compliance with the Master Cooperative Agreement (MCA), and other Federal, state, and local regulations.
- →Develops internal controls and monitors programs to ensure state priorities and mission objectives are achieved.
- →Maintains liaison with Federal, state and local budget activities and conducts multi-level coordination with, but not limited to, USPFO, NGB, state, Federal, local, and private officials.
- →Identifies need for changes in priorities and takes action to implement such changes.
- →Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules.
Requirements
- ✓Recruitment/Relocation Recruitment/Relocation Incentive IS NOT authorized.
- ✓PCS Relocation Costs IS NOT authorized based on determination that Permanent Change of Station (PCS) move is not in the Government best interest.
- ✓Participation in direct deposit is mandatory.
- ✓May be required to successfully complete a one or two year trial period.
- ✓U.S. citizenship is required.
- ✓Federal employment suitability as determined by a background investigation.
- ✓Must maintain proper security clearance.
- ✓Security Clearance: at a minimum a National Agency Check is required prior to position assignment.
- ✓THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
- ✓Incumbent of this position is required to comply with all Department of Defense requirements of this certification program.
- ✓This certification requirement is a condition of employment for this position.
- ✓Failure to obtain this certification within the required time may subject the incumbent to adverse action.
